I believe that you are talking about the Fordyce spots which are normal and caused due to blockage of the opening of the sebaceous glands, but frankly speaking I would need more details to be able to comment further. I have seen the images and they seem to be Fordyce spots indeed. It is not a cause of worry. You may let it remain as it is. Just maintain proper hygiene.
