Brief Answer:
It needs investigation

Detailed Answer:
Hello,

after meals the blood sugar may rise above the fasting level (which should be less than 100mg/dL). A blood sugar higher than 140mg/dL may mean a defective insulin secretion. There is a test that will help your doctor determine whether you have impaired glucose tolerance or not. It's the oral glucose tolerance test (OGTT).

This is how it is done. For the three days which precede the test, the patient should consume a lot of carbohydrates (fruits, pasta, bread, potatoes, perhaps some sweats). At the day of the test, the fasting blood glucose is measured first. Then the patient should drink 75gr of glucose and two hours later another measurement is taken. The normal values are:
- less than 100mg/dL for the fasting measurement
- less than 140mg/dL for the postprandial measurement.
Values equal or higher than:
- 126mg/dL (fasting) and
- 200mg/dL (postprandial)
mean diabetes mellitus.
Values between:
- 100-125mg/dL (fasting) mean impaired fasting glucose (IFG)
- 140-199mg/dL (postprandial) mean impaired glucose tolerance (IGT).

IFG and IGT are called prediabetes, which means a step behind diabetes.

I hope I've clarified the situation for you!
