Question : Hi just want to ask is it normal to have high resting HR ,100 lightheadeadness when your taking hydrochlorothiazid 20 mg mycurrent BP is117/77 with palpatation
yes it is normal as your bp is low this time. do not take hydrochlorthiazide it will further reduce your bp.

Yes you can exercise safely as long as your systolic BP is >100 mmHg and your HR is 100 per minute. However i don't advice to push your self at the limits.
