Brief Answer:
Irritation induced lesion/ primary skin lesion

Detailed Answer:
Hello,
Thanks for posting your query on HealthcareMagic.

Shoe bite or irritation due to any other cause causes blistering.
Is there any history of irritation or shoe bite?

If the no history of irritation of the skin, other causes of blistering have to be found.
There are many skin lesions characterized by blister formation.
However, it will be more informative if you post the image of the lesion,

Thanks
