Question : I have minor shooting pain in my penis outlet. I cannot explain better. For 3 days periodically I get an irritating hot pain in my pee hole

You may have a urinary tract infection or urethritis from either something that irritated it or from infection. Either way, this warrants going in to be examined and have a urinalysis, since your symptoms are not going away.
The urethritis might be from a number of things including bacterial contamination from the foreskin if you were not circumcised, trauma from intercourse or masturbation, or other causes.
A bladder infection can sometimes cause these symptoms too.
I recommend either going in to see your own doctor if you can get in to him/her in the next day (providing you are not having fever, nausea, or flank/kidney area pain). Otherwise, go in to be seen at a local urgent care clinic and ask, if possible, to see a physician and not a PA or NP as many nowadays are staffed with physician's assistants and nurse practitioners to save the clinic (not you) money.
