Question : For about a year now. I've noticed small scabs on shaft of penis. I've gotten tested and nothing is wrong. But after a week or so of no sexual activity or masturbation. They go away. But almost exactly after any intercourse or masturbation small soft lumps appear. Then soon after a scab reappears there. What is going on and how can I get rid of this problem?

I doubt your presentation with bumps and scabs can be related to a sexually transmitted infection, and suspect more of a trauma caused by either intercourse or masturbation resulting most probably from a lack of lubrication or rigorous (rough) masturbation or intercourse.
I thus have the following suggestions sir:
+Make sure you masturbate and/or have sexual intercourse with enough and more lubrication
+Make sure you avoid rough or aggressive intercourse and/or masturbation
+Visit a doctor when and if at all these bumps and scabs appear once again.
