Any lump that moves on swallowing is usually connected to the trachea, the commonest cause being a thyroid nodule as per the history you have provided.
Hence I would advise you the following:
Consult your Doctor again and get the following investigations done:
Tests of blood, particularly Free T3, Free T4 and TSH.
Ultrasonography of the neck and FNAC will help to get the proper diagnosis hence you can be referred to a particular specialist.
As for the skin rash/allergy, the exact cause can be found out by your and the family members by noticing the factors in air, at home in foods and beverages that is causing the problem and continue antihistamine and get a prescription for steroid in tapering dosages if required.
Continue the medications as already advised.
