Brief Answer:
Seek a neurosurgeon

Detailed Answer:
Thank you for asking!
You are having a myofascial pains and the bump is pretty obvious from the previous history of neck surgeries multiple times. I suggest you seek a neurosurgeon and let them take care of it. It can be excised or treated conservatively. Migraines may be due to this trigger point or may itself be a separate entity.
A little work up radiologically like MR scans and Ultrasound neck structure and electrophysiology would clear things up.
Symptomatic treatment with following medicines will help
Nonsteroidal anti-inflammatory drugs (NSAIDs)
Tricyclic antidepressants
Muscle Relaxants
Non narcotic analgesics
Anticonvulsants
Seek a physiotherapist and let him help the neck muscles.
Trigger point injections, stretch spray and ischemic compressions would also help the pain. Seek a neurosurgeon and let them decide what is best for you.
I hope it helps. Dont forget to close the discussion please.
