Brief Answer:
Muscles swell during exercise.

Detailed Answer:
Hi, I have gone through your question and understand your concerns.

Painful lumps in the lower legs after exercise (running, long walk) may have as a cause the excess swelling of muscles due to exercise.

Excess swelling of muscles may be related to recent increase in muscular mass that weakened the muscular fascia ( musle covering layer), or there may be muscles strength imbalance in your legs due to inappropriate running shoes or inappropriate leg positioned during the run.

Stretching or warming up before running helps improve your condition.

I suggest you to consult a sports medicine specialist and to have a evaluation of your gait, legs and running/walking shoes.

Hope this helps. If you have further questions feel free to ask.

Could it be compartment syndrome? The lump is more noticeable on the left leg but is on the right as well. Develops within 10-15 mins of walking. I have been on a cycle of anabolic steroids for 12 weeks.

Brief Answer:
Anaerobics rise muscular mass.

Detailed Answer:
Hi and thanks for asking back.

Rise in muscular mass due to anaerobic steroids can cause muscles to damage their coverings or fascia and compartment syndrome ( or chronic exertions compartment syndrome) may develop as well, but compartment syndrome besides muscles aching and swelling after exercise has as symptoms numbness or tingling and tightness in legs too.

I don't think it is yet the compartment syndrome, but it should be prevented not to happen.

So again I suggest you to consult a sports medicine specialist first and discuss your concerns.

Hope I helped. Wishing you good health.
