I have gone through your query and I have viewed the image.

I can see a small, red, scaly patch on shaft of penis.
This seems like a patch of dernatitis/ eczematous patch.
I suggest you to use a moderately potent topical steroid cream e.g either mometasone furoate 0.1%cream or triamcinolone acetonide 0.1% or betamethasone valerate 0.1%cream, twice daily.
