What Does A Red And White Itchy Rash Indicate?

Question: I currently have a rash, strangely shaped, non raised, and is red and white, almost a light purple color. it has a darker red outline around the area.There is no swelling, it was only itchy on the first day. I have had it for 3 days. It is tender to the touch. it is located on my arm, lower, inner bicep, right where the arm bends.

From your description and review of photograph, it seems you have got Tinea corporis, a sort of fungal skin infection.
I would recommend you consult a dermatologist for proper management.
I generally recommend proper course of oral antifungal drug like fluconazole / itraconazole along with local application of sertaconazole or luliconazole cream over affected areas.
Take oral antihistaminics for itching as required.
