Hi and welcome.
Well, if there is associate redness then this is most likely to be Tinea cruris or so called Jock itch which is actually fungal infection. The best way would be to apply Diflucan or lotrimin ointment or some other antifungals.
Other causes include contact dermatitis, intertrigo, pubic live and herpes.
Beside keeping area clean and dry, you should change your underwear often.
If antifugal dont work , you should use antibacterial creams like Neosporin and a zinc cream, like XXXXXXX which will shield your skin from more rubbing.
If there wont be improvement, you should see dermatologist for further management. Wish you good health. Regards
