Dear sir, hi! welcome to HCM. low testosterone levels are significant only if you are symptomatic. ie, if you have low libido, low desire to work and feeling lethargic, depressed, losing normal daily growth of beard and moustach. if you have these symptoms, you will require further tests like LH and FSH fasting 8 am sample. also TSH and FT4. after all your reoports, i can tell you the problem and the treatment. regards!
