I have gone through your question. I can understand your concern.
Here you gave his complete blood count report.
It shows that his total wbc count is slightly high with high neutrophil count and low lymphocytes count. This type of findings are commonly seen in infection.
He has history of diabetic foot ulcer so he has high chance of developing infection. So he should take antibiotics treatment accordingly.
His hemoglobin is slightly low which may be due to kidney disease.
His platelet count, immature granulocytes and all other parameters are normal.
So from this we csn say that he has some infection and need antibiotics treatment.
