I have seen the x ray report and its a borderline case. As we can see from one side pulp is just exposed and it shows the periapical patholgy also (pathology at the root ends).
So its better to get it extracted.
Don't worry because its a third molar and extraction will not effect your chewing pattern or any difference in speech.

as far as the treatment cost is concerned it totally varies by the doctor and the type of facility. but i think 5000 for an extraction in your case is a bit harsh on you.
