Detailed Answer:
Hello and thank you for asking!
I can understand your concern regarding to your sister's health.
The TSH level is slightly elevated, suggesting for subclinical hypothyroidism or under active thyroid.
In most of the cases is caused by an autoimmune disease called Hashimoto thyroiditis. It consists in destruction of the thyroid gland by Anti-TPO or antiTG antibodies and as a result the gland does not produce enough hormones.
The treatment consists in taking the hormone orally. So her treating physician will prescribe her levothyroxine.
Yes, it may be the cause of the delayed menstrual cycle. Once the treatment is started and TSH corrected, it will be back to normality.
There is no precaution you can take, except of taking levothyroxine regularly.
Hope the information will help and wish her good health.
Kind regards,
Dr.Mirjeta

Brief Answer:
About diet;

Detailed Answer:
Welcome back,
If Hashimoto thyroiditis is confirmed, the treatment is longlife. After 6 weeks you need to check the TSH level to see if the dose of levothyroxine is the right one, but the treatment will continue.
A diet rich in iodine is needed if the TSH is not elevated due to Hashimoto thyroiditis, but due to iodine deficiency. So, the right diagnosis is important before giving information regarding to the diet.
Best wishes,
Dr.Mirjeta
