Question : i have scars right around my foreskin, from masturbation, the skin is dry and cracked, this started as small tears but have formed hard scar like bumps
is circumcision the only option

There are small bumps on the foreskin, usually masturbation should not cause these type of lesions. The most common cause for such bumps is a viral infection of the skin.
I would like you to approach a dermatologist for a local exam to rule out a viral infection of the foreskin. If turns out to be normal bumps of the foreskin then yes circumcision is the only option

they all started out as small cuts/tears
and over the last couple of years have turned into scar like tissue, if i refrain from sex or masturbation then the lumps go down some what, and just hard white linear scars are there that run adjacent to the shaft of my penis
and the bumps have slowly appeared in an area that was torn before, as in the skin has torn due to fiction of masturbating and having sex and has slowly turned into these bump like scars

From the description you have given it could be scars. If you do not want to undergo surgery ( which is the best surgery) I recommend you to use kojic acid soap. I must add here that this therapy takes a long time and results are slow. It has to be used once daily, just like regular soap over the area of scars. Please approach a dermatologist for a prescription
