Question : There is mild to moderate scattered white matter T2 hyperintensity in
the cerebral hemispheres, likely reflecting chronic microangiopathic
change.

The findings described by you are due to aging related vessel blocks, hypertension or diabetes related changes in brain.
You need to get blood pressure and blood sugar measured.
Get other routine investigations like thyroid profile, vitamin B 12, liver and renal function test.
