Intrauterine growth restrictions means that the fetus is not growing as expected according to gestational age of pregnancy.
The most commonest cause is dietary deficiency of protein.
Other causes are hypertension, decreased blood flow to the fetus.
If the doppler is normal, then the blood flow is normal, hence dietary deficiency is most likely the cause in your wife's case.
