From your description , it looks like she has got allergic conjunctivitis.
Persistent watery eyes if not red , can respond to oral antihistamines.
I usually try cetrizine syrup 3ml twice a day to see if it responds.
Avoid dust exposure and treat associated cold if present.
Avoid eye drops without getting her examined by an ophthalmologist.
