Brief Answer:
possible

Detailed Answer:
hi burr,
welcome to health care magic.
Both ciprofloxacin and levofloxacin are fluoroquinolones, belonging to the same class. However, there are little differences between the two in terms of absorption, side effects and microbiology profile. The allergies that you are facing could be related to the molecular structure of the drug, drug metabolites or colouring agents used during manufacture. we see lot of similar complaints where a person is sensitive to 1 class of drug but tolerant to a drug belonging to the same class.
It is advisable to avoid the drug that you are allergic to. Hope i am clear. All the best
