There is not much difference between the two.
Thoracic surgeon deals with all surgical problems in the chest cavity and the other specializes in surgical problems of the lungs and also operates on the entire chest cavity.
They have both sprung from the larger CTVS surgeons who used to manage Cardio Thoracic and Vascular Surgery. Now the three have sub specialized.
