Hi,

The height is definitely low for her age , at this age the height should be 140 cm at least.

The height of child depends on height of parents. If height of parents is low then child also has less height.

Additionally some diseases like hypothyroidism and rickets can also lead to short stature.

I suggest you to do thyroid levels, calcium levels, phosphate and alp levels to rule out rickets.
An x ray of bilateral wrist should be done to look for bone age.

Review with reports and height of both parents.
