It is not an emergency in the usual sense of the term / but it needs to be investigated and treated as early as possible.

It is rather high at this young age
It demands extensive investigations to exclude a secondary cause - especially a curable condition, which should not be missed.

A nephrologist or a cardiologist will be best suited for further assessment and assistance

It is probably bc i have been using some cocaine today. Now BP is okbut heart rate is at 137 is this an emergency

Normal hear rate is between 60 and 100.
A rate above hundred is called tachycardia / till around 140, it is usually an increase of normal mechanism, but abnormal centres and pathways can not be excluded.
It can be accounted by the cocaine / still it is safer to be seen in emergency, to rule out other events, causing or contributing to the episode. It is better to be safe than sorry. Go the ER
