                                    Brief Answer:
regarding scalp dermatitis and white patches on lips
Detailed Answer:
Hello,
You seem to have either Scalp Lichen Planus or Psoriasis. It is best managed with Coal tar and salicylic acid based shampoo along with topical steroid + salicylic acid based lotions as you have been using. Oral treatment is not recommended for such a limited body surface area involvement.
As far as white patches on lips is concerned. They seem like to be those of vitiligo. The treatment that you have been using is fine. I suggest you to continue. You may try and find Dermacolor for color matching and camouflage.
Hope I have answered your query. Let me know if you need any more assistance.
