It is an enlarged scrotal vein of the scrotum just other varicose veins found in legs.

                                     Hello Doctor,  thank you for the information I imagine it would be wise to make an appointment with A urologist.  However I hope they do have some type of treatment for it, I would not like  to think I have to spend the rest of my life  with a larger than bowling ball scrotum  that’s continuing to increase in size.
