Hydrabad has many clinics with average track record, where they do Liposuction, to name a few- JMJ, Akruti, Ojasaesthetics. Delhi has got many of clinics with great expertise.
Ideal method is to control the fat and maintain fitness with rational dieting and exercises. Liposuction is an option but it has got cost issues and sometimes it is associated with unprecedented complication as well.
