From what you describe you seem to be having angular cheilitis also called stomatitis. This is generally seen in people with low nutrition, diabetes, poor dentures.

Since you have this for very long time you should be checking all these along with culture of swabs taken from the angle of mouth.
Please visit a local primary care and ask for the culture of the swabs. That would reveal details and appropriate treatment is given after confirming the reasons for the cuts on the sides. Candida, Staph and Herpes simplex commonly reveal on the culture. Stop licking lips which contribute to the cuts.
