Brief Answer:
You should be investigated.

Detailed Answer:
Hi
I would like to know some more information.
1.Whether there is history of trauma to that lower limb?
2.Whether it disappears spontaneously or after any treatment?
If there is no history of trauma, then VENOUS ULCER has to be excluded.Colour Doppler of the Venous System of the affected limb has to be done.Varicose veins of the limb has to be excluded.
Please consult a General Surgeon or Vascular surgeon, get investigated and proceed further.
Hope I answered your query. If you have any questions,I will clarify further.
Wish you good health.
Regards
