Question : I itch all over belly and pubic area, rash that comes and goes, chills, spots on thighs and breasts.

Your symptoms seem to be related to an allergic reaction.
A photo would be helpful to confirm the diagnosis.
Some advices that I can give to you are :
-use antihistamines daily
-use calmine lotiion for local relief
-if you don't get better take prescribed corticosteroids. You should discuss with your doctor about this treatment.
-wash and dry frequently the area with mild soap.
