Question : Our 13 year old Grandson seems to be a magnet for biting insects. He doesn't want to be outdoors for any length of time during the summer as he gets so many bug bites. Why does one person attract so many biting insects?

There are no evidences to suggest one attracts insects. Perhaps he might might have more allergic reaction to the bite than other children.
Try full sleeved shirt and pants for him, soothing agent like calamine along with antihistamine can be given.
