Hello,
As per your description it seems like something called “ Balanitis”. It is nothing but inflammation of tip of your penis(glans penis) . However we have to rule out the possibility of STD(sexually transmitted disease) before making a diagnosis.
As of now all you required is pulling back the foreskin and cleaning the penis. You can apply topical antibiotics like mupirocin. Rarely circumcision is required.

im almost positive its not an std. i am married and haven't had sexual relations with anyone other than my wife. i am circumcised. i also have frequent urination
