Hello,

I think it is a purpura at the ankle of eye.
Purpura occurs when small blood vessels burst, causing blood to pool under the skin. This can create purple spots on the skin that range in size from small dots to large patches.
If you cant remember it has a traumatic cause it may be due to medications.
Some medications like anticoagulants like sintron and warfarine or antiagregants such aspirine can cause it .
Also some diseases like
cancer
chemotherapy
HIV infections HCV
hormone replacement estrogen therapies
blood disorders
can cause low platelet count.
Do a total blood count and platelet count to see the number of plateletes and evaluate the situation.
