Question : My daughter's ear is plugged with wax and we are leaving for vacation by chance will the chlorine help dissolve or soften the wax?

Yes , chlorinated water will dissolve or soften the wax but it will also soften and wrinkle the skin lining the ear canal, leaving it vulnerable to the slightest infection.

If I were your treating Doctor for this case , I would advice you
use ear drop to soften wax like Debrox or Murine Ear Wax Removal drop.
