Brief Answer:
Hospital

Detailed Answer:
Hello. I just read through your question.
The first thingbthe hospital does is make sure the baby is healthy enough to be discharged. Once that happens, the social work team willake sure the baby has a safe home to go to. Once they are satisfied that the baby's home is safe, they release the baby.

I understand that I know they report to social services so how do they determine if the home is safe and what actions are taken for drug exposed infants prior to birth if the mother tests negative and how long does it take for marijuana to leave the baby's umbilical cord

Brief Answer:
Hospital

Detailed Answer:
They will interview the parents and most likely do a home visit. It takes only a couple of days for the baby's blood to clear.
