Would High Values In Class 3 And Class 4 Blood Tests Be Classified As Allergic?

Question: My son is trying to go in the Marine corps like myself. At 9yrs old he got hit by multiple yellow jackets and had a reaction. He's 20 and none since. 2 yrs ago got stung by a wasp. He's had no problems. Swelling was down in a matter of 2 hours. I recently paid for a blood test. One class 3, the rest class 4. The class fours were 3.5, 5.5 ,but 18.5 on wasp.
1) is he classified being allergic?
2) worried about the test dating abnormal.
3) at what score would you need a EpiPen.
