its appeared 2 weeks ago and its not painful or itchy

It seems like a scar from an old healed sore or an ulcer. I suggest you to take a screening test for STDs, especially syphilis (VDRL /RPR). Is there any history of a genital sore or an ulcer? or any other STDs?

i had molluscum contagiosum.
and I took prp test last month. ( 3 month after my last expouser)
do i need to retake the test or any other tests

the doctor removed by using a somthing like a tweezer.
and then he gave a cream called fusibact.
i have noticed these scars and bumps 1 week after shaving the area. could be a hair follicles.

do i have to retake the std test?

They could be ingrown hairs if they developed after shaving. I suggest you to try using a topical antibiotic ointment e.g either Neosporin ointment or Mupirocin ointment, twice daily for a while. take care
