Brief Answer:
It could be Saphena varix

Detailed Answer:
Hi
As per your description,it looks like a Saphena varix. It is dilatation of Saphenous vein at its junction with Femoral vein.It is diagnosed by Colour Doppler/Ultrasound of that area.
You should consult a Vascular/Vein doctor and proceed further.
Please do not lift heavy weights.
Another possibility is Recurrence of Inguinal hernia.
Both these conditions can be excluded by Ultrasound/Colour Doppler.
Nothing to worry.
Hope I answered your query. If you have any questions,I will clarify further.
Wish you good health
Regards
