I have reviewed the images.

It certainly doesn't seem like fungal. It is likely a localized dermatitis to topical products.

I suggest you use a slightly more potent steroid like either Triamcinolone acetonide 0.1% cream or Fluticasone propionate 0.05% cream, twice daily.

However, these are prescription based medications although Hydrocortisone is an OTC mild steroid and therefore acts slowly and takes longer.
