Bacterial skin infection
Detailed Answer:
Thank you.
I have viewed the image.
This seems like a bacterial skin infection - furuncle. I suggest you to use a topical antibiotic e.g Neosporin ointment or Mupirocin ointment, twice daily..Take care.

will it be safe to pop the rest of whatever is inside out? (if anything is left inside) I am worried about it as I do feel slight discomfort coming from it every once in a while. and I do see what looks like a small hole on the top of it.

                                    Brief Answer:
Furuncle
Detailed Answer:
Hi.
Don't pop. Just use a topical antibiotic e.g either Neosporin ointment or Mupirocin ointment, twice a day. The hole is the point from where is popped it earlier. Don't worry, it should resolve with the antibiotic ointment.
Take care.
