Based on the facts that you have posted small cuts on foreskin are mostly due to infection of Foreskin (Posthatitis)

1) Are you Diabetic? if yes Is it under control?
2) Did you have a dry forceful sexual intercourse or oral sex very recently?
You need to take broad spectrum antibiotic like Cefixime along with anti inflammatory drug like Diclofenac twice daily.along with topical antibiotic ointment like Neosporin twice daily.
Ensure to wash your genitals with warm water twice daily.
Ensure to avoid sexual encounters till it heals up completely.

i do not have diabetes. when i pull the foreskin back the small cuts form and bleed slightly.
are these antibiotics over the counter? or do i need a prescription?
i have access to Shoppers drug mart, what is the brand/antibiotic to ask for here?
