Answer few questions, upload pictures
Detailed Answer:
Hi
Welcome to ask a doctor service
According to your complaints it could be an eczematous rash or photo dermatitis.
I need to ask you few questions:
What is the duration of the bumps?
Are you taking any medicines or having any ailments?
Have you used or applied anything on your neck?
Is there any history of sun exposure?
Also upload the pictures of the affected areas under the report section of the site so that I can have a clearer picture of the condition and can guide you accordingly.

                                    Brief Answer:
Urticarial rash, antihistaminic
Detailed Answer:
It could be an urticarial rash which is an allergic reaction.
It has multiple causes like food, drugs, infection, thyroid disorders, sun exposure , autoimmune and in many cases occurs without a specific reason.
If it occurs regularly you need to take antihistaminic like tablet cetrizine 10 mg once daily at bedtime for 7-10 days.
