Question : i have a rash or welt of some type on my leg. it doesnt really itch and it isnt bothersome. its definetly a raised skin area tho. if you get up close in the area, like zoom into the picture it kinda looks like one strand of hair is growing out of it. please advise

I can see a red raised margins. It is probably a fungal infection/tinea..I suggest you to use a topical antifungal e.g either Clotrimazole 1% cream or Ketoconazole 2% cream, twice daily for 2-4 weeks.
