Welcome to ask a doctor service
I have gone through your query and reviewed the attached photograph.
I need to ask you few questions:
Are you having diabetes or any other ailments?
Is it the first episode?
Do you have any history of blisters on the penis in the past?
Is there any recent history of aggressive intercourse or masturbation?
Kindly revert with the answers so that I am better able to help.

Yeast infection, anti fungal cream
Detailed Answer:
According to your complaints it seems to be yeast infection.
I would recommend you to apply anti fungal cream like clotrimazole cream or miconazole cream on the affected areas twice daily for 10 days.
Also keep the area dry and clean.
