Brief Answer:
Not mottling

Detailed Answer:
Hello and welcome to ask a doctor service. I have gone through your query and viewed the images.

No, it's not mottling. Mottling or livedo reticularis is a kind of bluish/ cynotic marbled appearance of the skin - reticular appearance of skin- caused by stagnation of blood in the superficial veins of skin.

Hope I have answered your query. Let me know if you need any more assistance.

Brief Answer:
Regarding skin eczema

Detailed Answer:
hi.
Seems like it could be an eczema resulting in pigmentation. I suggest you to try a moderately potent topical steroid e.g either mometasone furoate cream or triamcinolone acetonide cream, twice daily for a few days.
Take care.
