Question: my ankles are swollen, and my skin is tight and red after sunburn. very painful.

I suggest you to take an oral anti inflammatory e.g either Ibuprofen or diclofenac for a 3-5 day duration. Sunburn would usually start desquamation after a week when you may use a moisturizer, liberally. Right now just take oral anti inflammatory and protect yourself from sun.
