Brief Answer:
A thorough health check-up is needed at first...

Hello and welcome to 'Ask A Doctor' service...
Well, there can be several reasons behind such symptoms...At this outset, before proceeding for a solution, it's important to find out the exact cause/diagnosis...
Since you've already tried all other possible options still no relief, it's recommended that you get her to an Allergist and Pulmonologist for a detailed check-up and some specific set of investigations to look into it further...management can be decided based on the findings...
Not to worry, but do get her evaluated by the specific specialist i.e. the Allergist and Pulomonlogist, and proceed accordingly...
Take Care
Kind Regards
