I have read your query and here is my advise.

* As per my surgical experience, the problem of penile pain with swollen scrotum is
seemingly related to bacterial or fungal infection with cellulitis changes.

Kindly provide me further details so that I can answer your query completely.

1. If sexually active, details of sexual history ( very vital part to answer this genuinely )
2. Duration and progress of the condition since beginning.
3. Problem in urination if any.
4. Associated fever, itching or other systemic problems.
5. Discharge is from which part penile foreskin, in urination or some lesion over penis ?

Till you revert back with details, local application of ice and intake of ibuprofen tablet ( provided there is no history of drug sensitivity ) with meals will help definitely.
