Penile sores are caused by STD and are
different diseases which can cause sores on penis. The only way to know the cause of the rash is to get tested for STD as soon as possible so that you can take the right treatment

I plan on getting std tested but that's not what I paid for. was looking for someone to look at the sores and give me some rough idea what it is.

Seems like herpes genitalis.

Detailed Answer:
I see the photo you attached and It seems like herpes genitalis,or herpes 2 virus.
The penis is really red, inflamed and with small sores , vesicles.
You may need to get tested for HSV 2 and STD.
If it is confirmed to be herpes genitalis you can use acyclovir tablet orally and can also use acyclovir cream topically.
