Brief Answer:
Can be due to scarring or fibrosis.

Detailed Answer:
Hello,
Thanks for posting your query.
After a surgical repair of the torn ligament of the thumb the lack of proper movement or the restriction can be related to scarring or fibrosis in the area. If the physiotherapy in the past has not helped then you need to get an MRI scan done to find out the cause. Only exercises at home may not help. The proper exercises needed according to the degree of restriction can be best learnt from your physiotherapist.
I hope this answers your query.
